That policy is in Article 74, section 2 of the 22nd Annual Act of 2009 on Traffic and Road.

According to these rules the removal of registration and identification of motor vehicles can be performed if:
a. Motor vehicle is heavily damaged so it cannot be operated; or
B. The owner of the motorized vehicle did not reregistration at least 2 (2) years after the term was passed on.
